President’s Message

“It is an honor and a privilege to serve as the 2026 President of the MDDE Chapter of the FBINAA and to represent an organization built on leadership, service, relationships, and a shared commitment to our profession.

For me, service has always been deeply personal. First and foremost, I am a husband and father of four. Family for me is everything. I am a second generation Law Enforcement Officer, following in the footsteps of my father, Paul Sr. I have spent my entire adult life in law enforcement, beginning my career with the Baltimore County Police Department as an 18-year-old Police Cadet in 1999. More than 27 years later, I remain incredibly grateful for the opportunities, experiences, and relationships this profession has provided me. I often say that “I bleed Baltimore County Blue,” and that sense of loyalty and commitment has shaped the way I approach both leadership and service.

Throughout my career, I have had the opportunity to serve in a variety of operational and leadership assignments, from patrol and the Warrant Apprehension Task Force to recruitment, education, professional standards, and executive leadership. Each assignment has reinforced two important lessons: our greatest strength will always be our people, and trusted relationships are the foundation upon which successful teams and organizations are built.

As a graduate of the 276th Session of the FBI National Academy and the 96th Session of PERF’s Senior Management Institute for Police, I have also experienced firsthand the tremendous value of professional development, collaboration, and relationships that extend beyond our individual agencies. The knowledge gained through these experiences is important, but the lasting friendships, mentorship, and professional connections are equally valuable.

As President, one of my priorities is to continue strengthening those connections. Our organization should be a place where active members and retirees remain engaged, where experience is shared, where emerging leaders are supported, and where we never lose sight of the importance of wellness, fellowship, and service to one another.

Leadership does not end with a title, a promotion, or even retirement. Each of us has an opportunity to influence those around us, support the next generation, share what we have learned, and leave our profession better than we found it. That is how we build legacy.

I look forward to working alongside each of you as we continue to strengthen our organization, expand opportunities for professional development and fellowship, and honor the traditions that brought us together.

Thank you for your continued commitment, your friendship, and your service. I am proud to serve as your President and look forward to what we will accomplish together.”

Paul Borowski Jr.

President

First and foremost, I am a husband and father of four. Outside of work, I am an avid runner, enjoy spending time outdoors each fall, and am a lifelong Baltimore Orioles fan. I also have a strong appreciation for music, particularly rock.

I am a 27-year veteran of the Baltimore County Police Department, having started my career as a Police Cadet at the age of 18 in 1999. I have spent my entire adult life serving the Department and have a deep sense of gratitude, pride, and commitment to the organization—I often say, “I bleed Baltimore County Blue!”

For the first 18 years of my career, I served in Operations at various ranks, including a four-year assignment with the Warrant Apprehension Task Force. In 2018, following my promotion to Lieutenant, I became Assistant Commander of the Employment Section. I was promoted to Captain in 2021 and assumed command of the Employment Section. In 2024, I was promoted to Major and became Commander of the Employment and Education Division. I currently serve as Acting Colonel overseeing the Professional Standards Bureau.

I am a graduate of the 276th Session of the FBI National Academy and the 96th Session of PERF’s Senior Management Institute for Police.
